“Meetings
and technical consultations held by the delegation of the Arab Planning
Institute with the team from the OECD”
A delegation from the Arab
Planning Institute (API) which included the task force in charge of
implementing the “Post Covid Governance Response Program”, held a series of
meetings and technical consultations with their partner in implementation, the task
force from the Organization for Economic Cooperation and Development (OECD),
during the period of 25-27/10/2021, in the headquarters of the OECD in Paris,
France.
The delegation and task force of
the Arab Planning Institute was headed by Prof. Dr. Walid Abdmoulah – Deputy
Director General, and its members include:

Technnical Coordinator of the Program
The two teams discussed a number
of important issues related to the implementation of the GoRep program, which
are as follows:
1. The project work areas, and the distribution of roles between
the two teams.
2. The supervision structure of the program.
3. The financial model and the method of implementing the project.
The meetings and technical
consultations were held over three days, which included the following:
Day 1 – Monday October 25,
2021

The Arab Planning
Institutes delegation met with the Deputy Director-General of the Government
Program and several directors in the various government departments. He welcomed the delegation of the API, and
showed appreciation for the current strategic partnership between the API and
the OECD in implementing this important project. He also expressed great willingness to
cooperate with the API in areas of common interest.

Dr. Walid Abdmoulah, the
Deputy Director General, also welcomed the strategic cooperation between the
API and the OECD in implementing this important program for the region. Dr. Abdmoulah gave detailed background and
explanation regarding the services the Arab Planning institute offers, such as
its consultations, training and research development services. Dr. Abdmoulah also discussed the importance
opening new horizons for cooperation between the two institutions.

The API’s delegates also
met with Ms. Miriam Allam – Director of the MENA-OECD Governance Program, and
Mr. Alessandro Bellantoni – Director of Governance and Innovation, who stressed
the importance of cooperation and strategic relationship between the OECD and
the API in implementing the Governance Response Program.
Day 2 – Tuesday October 26,
2021:

The delegation and task
force of the API met with several officials specialized in the field of
competition, enhancing leadership capabilities, change management, innovation
in the public sector, digital transformation and transparent data. The officials expressed their willingness to
participate in the implementation of the program and cooperate with the
API in relation to the framework of an
open and responsive government. They
were appreciative of the API’s work and effort in the cooperation with the OECD
to implement the program in the State of Kuwait, which will be a model for
later implementation in the rest of the Arab states.
Day 3 – Wednesday October
27, 2021:

The delegation and task
force of the API continued its meetings and technical consultations with
several officials and managers in the OECD, such as the Economics Department,
Organizational Policies and Governance in the Public Sector, where there was a
discussion of a cooperation between these departments and the API. Dr. Abdmoulah, indicated opportunities for
cooperation between the API and OECD in the areas of the API’s reports,
economic forecasting, developmental reports.
Dr. Abdmoulah also discussed collaboration between the API and OECD in
the mechanism for studying, evaluating approving laws and surveying their
economic, social and environmental impact on the State of Kuwait in particular
and the Arab States in general.
In the final and closing session of the Arab Planning Institutes
delegation and task force visit, and based on the results of the series of
meetings and technical consultations, it was emphasized that cooperation
between the API and the OECD is vital, and to move forward in the
implementation of the “Post Covid Governance Response Program”.
