Arab Planning Institute (API) held a training program on “Evaluation of development programs and projects“ for the benefit of the Palestinian Economic Council for Development and Reconstruction / PECDAR in Jordan, during the period from 17/1/2016 to 21/1/2016.
The program aims to introduce the most important types of development projects evaluation techniques utilizing the qualitative or quantitative data in the development plans of the State of Palestine and development projects. The program differentiate between the public development projects and private investment projects in term of evaluation methodologies used in both types. The program focused on the role of large and medium development projects in achieving development goals of the State of Palestine and the reconstruction of the country through the provision of general government services and infrastructure that improve the quality of life to the citizens. The public development projects are part of government development plans that provide services, create jobs, and training opportunities for citizens to reduce poverty and unemployment. Mainly, the program focuses on:
- - Introducing methods and methodologies used in the evaluation and follow-up of development programs and projects and to identify the economic and social dimensions to assess their abilities in achieving development goals.
- - Building capabilities and skills of the trainees in the areas of projects assessments and evaluation of development projects, including the concept of logical scientific evaluation, stages evaluation, experience internal evaluation, external unbiased evaluation, and other forms of assessment.
- - Promoting the application of evaluation tools and standards in different Palestinian development projects (education – health – infrastructure projects …etc.) to assure the utilization of available resources in best optimal way.
- - linking goals of development projects to key performance indicators that measure and monitors the success rates in achieving development goals of different development projects.
