Arab Planning Institute held a training program “Institutional Support and Finance for SMEs” in cooperation with the Economic Council for Development and Reconstruction (PECDAR) in the State of Palestine on institutional support and financing for SMEs during the period 15 to 19 November 2015. The goal is to define the concept of institutional and technical support and business development services and its role in development of SMEs based on innovation, creativity and excellence. In particular, the goal is to reflect the importance of SMEs and their characteristics and constraints and the elements of success and their relationship to market technical support services, in addition to the role of relevant government and non-governmental institutions. Another goal is to define the types of business development and market services, and their impact on the beneficiary institutions, and obstacles to access to and mechanisms to overcome them. The program also introduced the concept of business incubators and SMEs, and their types, and economic and social development objectives and their role, and methods of financing and methods of evaluation, in addition to the services provided by these incubators and their role in the SMEs development. The program also reviewed the successful Arab and international experiences and how to use them. The program analyzed the business environment in Arab countries and the role of government in creating the SMES enabling environment. The program included a number of presentations were made by the participants of which style role-playing games for the discussion and analysis of SMEs from the application using SWOT analysis. The program also included practical applications on the mechanisms to identify the foundations of a strategy for the development of SMEs sector in Palestine and indicate the role of technical support in the implementation of SMEs strategy.
